The AQSIQ announced in the notice No. 114, that the definition for pressure vessels is updated. The new decision sets out the concrete situations, where pressure vessels, boilers or steam boilers need a SELO license. In the ninth guideline, only boiler with a volume> = 30 litre and > = 0.1 MPa pressure is obligated for a SELO license.
Pressure vessel in the certification system
Products that will be exported to or sold in China, such as pressure vessels, boilers and connecting parts need a China Manufacturer Licence (SELO license). Only licensed companies are allowed to export their products in the People’s Republic of China and to sell them there. In order to go through the certification process, not only shall pressure vessels be produced in accordance with the safety requirements in China, but also tested by environmental factors such as extreme temperatures or corrosion.

According to local regulations, the Quality Handbook (QMH) should be translated into English, in order to apply for the China Manufacturer Licence.
The Special Equipment Licensing Office (SELO), under the Department of Special Equipment Safety Supervision of AQSIQ, is in charge of the issue of Chinese licensing of special equipment. Apart from that, SELO is also responsible for the receipt and handling of application documents and reports under scrutiny from AQSIQ, administrating the data base of licenses, mailing licenses, etc.
