According to the new Implementation Rules of the Chinese authority Certification and Accreditation Administration of the People’s Republic of China (CNCA), manufacturer are allowed to conduct type tests for the CCC-Certification in their own testing facility.
The previous Implementation Rules governed that type tests for the Initial Certification must be done by an accredited test laboratory in China. Thus, all manufacturers had to send their products to China for the CCC-Certification.
Conduct CCC type tests in manufacturer’s testing facility
From now on manufacturers may choose to send their product to China or conduct their own type tests. For doing the type tests in accordance with the CCC-Regulations, the testing facility needs to be accredited to the requirements of the ISO standard ISO/IEC 17025 (General requirements for the competence of testing and calibration laboratories) and requires to be regularly audited by the certification authorities. In addition to that, the testing facility must be owned by the manufacturer and test requirements are to be met.
Restrictions for type tests in own testing facility
Nevertheless, it is not allowed to do the CCC-Testing without a Chinese test engineer authorized by the CCC-Authorities. Testing must be conducted either by the test engineer (Testing on Manufacturer’s Premises) or the test engineer supervises the tests done by manufacturer (Witness Manufacturer’s Testing). The fees for the test engineer and the travel expenses must be borne by the manufacturer.
