The Certification and Accreditation Administration of the People’s Republic of China (CNCA) has made several alterations in CCC-Certification for automotive products:
Regional barriers for automotive products were eliminated. The product testing of motor vehicles, motorcycles and motorcycle engines will be conducted according to the CCC-Certification standard.
New Design Appraisal
The Design Appraisal would be gradually introduced as an authentication model. It is encouraged that the products participate in the Standards and Conformity Assessment in the developing stage, so as to reduce the product security risks and technical development costs.
Utilization of Manufacturing Enterprise Test Resources
On the basis of the China Compulsory Certification Implementation Rules – Utilization of Manufacturing Enterprise Test Resources and Other Certification Results (CNCA-00C-004), tests conducted according to CCC-Regulation by the company could be accepted and used for further inspection.
Simplification of the Certification Process
If an automotive producer already has a CCC-Certificate for certain products, than a new certification could be issued when products of the same kind are produced within the same corporation in another location. The factory inspection should be completed in three months after the issuing of the certificate.
Promotion of the Parallel Import
Manufacturers and car modification companies of Non-Mass Production Modified Vehicles have one year of transitional period until 31.12.2017 to obtain the authorisation from the OEM or a parallel import certificate for completing the update of the certificate in compliance with the CCC-Standard.
Alterations of the Special Testing Procedure for Motor Vehicles, Motorcycles and Motorcycle Engines
The Entry-Exit Inspection and Quarantine bureau will no longer be accepting applications of special testing procedure for motor vehicles, motorcycles and motorcycle engines. Applications already accepted will be completed before 30.06.2017.
Several Alterations concerning the compulsory certification of motor vehicles, motorcycles and motorcycle engines have been made in:
(1) CNCA-C11-01:2014 China Compulsory Certification Implementation Rules – Motor Vehicle
(2) CNCA-C11-02:2014 China Compulsory Certification Implementation Rules – Motorcycle
